The seven year term of the Honorable Sarah S. Vance as Chief Judge for the Eastern District of Louisiana concluded yesterday, September 30, 2015.     As of today, October 1, 2015, the Honorable Kurt D. Engelhardt begins his seven year term as the new Chief Judge for the Eastern District.

Beginning on Monday, August 24, 2015, the United States Court of Appeals for the Fifth Circuit will launch a new procedure for attorneys to obtain the eROA (electronic record on appeal).   The District Court will grant access and send a notice to counsel of record in each individual case.  After notification, attorneys who have been granted access will locate the eROA on the Fifth Circuit's CMECF user interface on the Fifth Circuit's website, www.ca5.uscourts.gov, where they will be able to download all public documents in the eROA and the Presentence Investigation Report for their clients in criminal cases.  Instructions for the download process are located at:  www.ca5.uscourts.gov/attorneys/attorney-forms/eroa_downloads .

The Judicial Conference Advisory Committees on Bankruptcy and Evidence Rules have proposed amendments to their respective rules, and requested that the proposals be circulated to the bench, bar, and public for comment. The following proposed amendments were approved for publication by the Judicial Conference Committee on Rules of Practice and Procedure in January and May 2015. On July 1, 2015, the U.S. District Court will modify and expand the current Attorney WiFi network by removing the requirements for a password and increasing data bandwidth to increase network speed and improving its ease of use. This will also better align our services to those already being offered throughout the federal judiciary and in most state and local courts in our area. Once these changes are implemented, WiFi users at the courthouse will be presented with a splash screen upon initial connection to the network, Court Public WiFi, that outlines the acceptable use policy for acknowledgement. Assistance with connecting to the WiFi and technical support are available through Courtroom Connect at 877-838-9067 or by email at support@courtroomconnect.com.

The Court strongly prefers and recommends that all documents created via word-processing software which are filed in CM/ECF be saved as PDF files as opposed to being printed to hard copy and scanned. Scanners should be used only for documents (such as exhibits and attachments) that cannot be produced with a word-processing program. Instructions for saving a document as a PDF file from Microsoft Word and Corel WordPerfect may be found here. All documents created via word-processing software can be easily saved as PDF files as opposed to printed to hard copy and scanned. E-filing PDF documents created via word-processing software and saved as PDF files allows judicial officers and their staff to access cited cases and statutes directly using an internal tool which converts them to a hyperlink. Not only are these documents text searchable and smaller in size, but they also allow the Court to easily adjust orders and other submissions as needed.

 We have been notified that internet service providers (ISP's) may consider the court's Notice of Electronic Filing e-mails as SPAM, and may not be allowing these e-mails through. The following can be followed to provide the best assurance of getting these notices of electronic filings. If your e-mail system employs an "anti-spam" feature, please configure it to accept e-mails from "Efile_Notice@laed.uscourts.gov". Keep your e-mail addresses up-to-date in our CM/ECF system. As per Administrative Procedures Rule 5, the court does not monitor bounce back emails for attorneys. Also available to help with ensuring you get important e-mails from the court: To verify the latest activity in your current cases, login to CM/ECF with your e-filing account and run the report to view Summary of ECF Activity. If this report indicates activity from which you did not receive notice, call the CMECF Helpdesk at 866-209-7767. To stop receiving general announcement emails from the court please do not mark these emails as SPAM. Instead unsubscribe from general announcement notices from the Eastern District of Louisiana by logging in to https://ecf.laed.uscourts.gov and go to "Utilities, then "Maintain Your E-mail". Click on your e-mail address then change the announcement setting on the right.

A report is available to attorneys to view the activity in all cases for which you are an attorney of record for a specific date. You MUST use your e-filing account to access this report. The report is located on the Utilities menu and is named, Summary of ECF Activity. Full Page View

Filing of civil contested motions in CM/ECF will no longer require the inclusion of a time of day entry at the "Motion Submission Date" screen. Only an eligible motion submission date will be entered. A Notice of Submission document is still a required attachment pursuant to Local Rule 7.2. The list of available submission dates for all judicial officers may be found on the Court's website. A quick reference document with CMECF screen shots illustrating the previous and new "Motion Submission Date" screens and docket entry examples is available here. As always, any Request for Oral Argument must be filed in accordance with Local Rule 78.1.
