The U.S. District Court for the Eastern District of Louisiana has named Tracy L. Coleman as the district’s Chief United States Probation Officer. Chief Coleman has served as the acting chief of the district’s probation office since February 2022 and previously served as Deputy Chief Probation Officer, Supervisory United States Probation Officer, and Senior United States Probation Officer in the Eastern District of Louisiana. Chief Coleman also served as a Probation Officer for the State of Louisiana.

Judge Dana Douglas was confirmed as a Circuit Judge for the United States Court of Appeals for the Fifth Circuit.  Judge Douglas served as a U.S. Magistrate Judge on the United States District Court for the Eastern District of Louisiana from 2019 until her confirmation. Prior to that service, she was a partner at the Liskow & Lewis law firm from 2001 to 2018 and also served as a judicial law clerk to Judge Ivan L. R. Lemelle of the Eastern District of Louisiana.

On December 5, 2022, the Honorable Carl J. Barbier, U.S. District Judge for the Eastern District of Louisiana, informed President Joseph R. Biden that he intends to retire from regular active service as a U.S. District Judge on January 1, 2023.  For more than 24 years, Judge Barbier has served as an active district judge for the Eastern District of Louisiana.  He intends to render substantial judicial service as a senior judge.  Judge Barbier’s letter to President Biden can be read at this link.

Due to the resumption of in-person activities, the U.S. District Court for the Eastern District of Louisiana will no longer accept sealed documents by email after December 31, 2022. Beginning on January 1, 2023, sealed documents must be hand delivered, with original signatures, to the Intake Unit of the Clerk’s office during regular business hours or mailed to the Clerk’s Office (Attn: Room C-151, Intake Unit).  The email inbox sealeddocs@laed.uscourts.gov will be deactivated on January 1, 2023, and will not be monitored thereafter.  For any sealed documents submitted by email up until December 31, 2022, filers must still use the encrypted “Send Securely” option in their email, if available. Documents should be in PDF format and include an electronic signature of the filing attorney.

A number of amended and new procedural rules became effective December 1, 2022: Civil Rule 7.1 and new Supplemental Rules for Social Security Review Actions Under 42 U.S.C. § 405(g); Criminal Rule 16; Appellate Rules 25 and 42; Bankruptcy Rules 1007, 1020, 2009, 2012, 2015, 3002, 3010, 3011, 3014, 3016, 3017.1, 3018, 3019, 5005, 7004, and 8023, new Rule 3017.2; and Official Forms 101, 309E1, and 309E2.
