  NOTICE TO THE BAR At its September 2013 session, the Judicial Conference of the United States approved several changes to the miscellaneous fee schedules effective December 1, 2013. The appellate filing fee is increased to $505 which includes a $50 administrative fee. The records retrieval fee is increased from $53 to $64 for the first box requested from a Federal Records Center and a new fee of $39 for each additional box requested was created in an effort to recoup some of the rising shipping and processing costs for handling paper records. Pursuant to Rule 83 of the Federal Rules of Civil Procedure, Public Notice is hereby given of the proposed revised Rules for Lawyer Disciplinary Enforcement of the United States District Court for the Eastern District of Louisiana. 9. Post-Discipline Procedures 9.1. Payment of Fees and Costs 9.1.1. Fees of Prosecution Counsel. On completion of his/her services in any disciplinary or other matter under these Rules, counsel designated by the Lawyer Disciplinary Committee to prosecute any disciplinary action may file a motion with the clerk of court seeking an award of reasonable fees and costs, to be paid from the court’s Disciplinary Enforcement Fund Attorneys' Registration and Disciplinary Fund. In awarding fees, the court must apply the hourly rates applicable to lawyers representing indigent defendants in the court. 9.1.2. Assessment of Fees and Costs. The court may assess attorney’s fees and costs of any disciplinary proceeding against the respondent. The respondent must remit any such funds to the clerk of court per Rule 11(c) of the Federal Rules of Civil Procedure. for deposit into the court’s Disciplinary Enforcement Fund.   Comments may be made in writing via email to Clerk@laed.uscourts.gov or addressed to Clerk of Court, U.S. District Court, EDLA, 500 Poydras St., Room C-151, New Orleans, LA 70130 before December 14, 2013.   November 14, 2013 William W.   ORDER AND REASONS Before the Court is the Motion for New Trial (Rec. Doc. 963) originally urged by defendant Arthur Kaufman, and joined in by the other defendants in this matter who were tried and convicted in 2011 (hereinafter referred to as "Defendants" or "the defendants). The government opposes this motion. (Rec. Doc. 1007.) The Court heard oral argument on the defendants' motion on June 13, 2012 (Rec. Doc. 1020). A detailed recounting of subsequent events is set forth in this Court's Order and Reasons dated November 26,2012 (Rec. Doc. 1070). As an expected result of that Order, the Court is in receipt of additional information to which it was not privy at the time of its last Order. On April 3, 2013, the Judges of this Court voted unanimously to consolidate the United States Probation Office and the U. S. Pretrial Services Office for the Eastern District of Louisiana. The office will now be known as the United States Probation Office for the Eastern District of Louisiana. On July 10, 2013, the en banc court selected Kito J. Bess to serve as Chief of the consolidated office. Full Page View
