The Chief Judge for the United States District Court for the Eastern District of Louisiana has issued COVID-19 General Order No. 21-13, extending COVID-19 General Order No. 21-7, COVID-19 General Order No. 21-3, COVID-19 General Order No. 20-14, COVID-19 General Order No. 20-11, COVID-19 General Order No. 20-8, and COVID-19 General Order No. 20-4 (attached as Exhibit A to this Order and incorporated herein by reference) for an additional ninety days or until December 6, 2021. Considering the catastrophic damage that Hurricane Ida caused in the state of Louisiana and other matters outlined therein, Chief Judge Brown has issued General Order No. 21-12 on September 4, 2021, providing that: 1. All deadlines and delays, including prescriptive and peremptive periods, in cases pending or to be filed in this Court are hereby suspended for thirty (30) days commencing from August 26, 2021.  2. All criminal trials are excluded from the time requirements of the Speedy Trial Act, 18 U.S.C. § 3161, beginning on August 26, 2021 and continuing for thirty (30) days thereafter.  3. All grand jury proceedings in this district are suspended beginning on August 26, 2021 and continuing for thirty (30) days thereafter, subject to change upon motion from the government and further orders of the Court.  4. With regard to criminal matters, due to the Court’s reduced ability to obtain an adequate spectrum of jurors and the effect of Hurricane Ida on the ability of counsel and Court staff to be safely present in the courtroom, the time period of the postponements implemented by this general order will be excluded under the Speedy Trial Act, as the Court specifically finds that the ends of justice served by ordering the postponements outweigh the best interest of the public and any defendant’s right to a speedy trial, pursuant to 18 U.S.C. § 3161(h)(7)(A).    View this PDF MDLA Omnibus Order Extending Deadlines due to Hurricane Ida Louisiana Supreme Court Order Suspending Prescriptive, Peremptive, and Abandonment Periods due to Hurricane Ida

The United States District Court, Eastern District of Louisiana, has issued a request for quote, LAEDCLERK21-0014 for the procurement of onsite, rapid COVID-19 testing. Vendors interested in submitting a proposal may request a copy of the request for quote from laedml_procurement@laed.uscourts.gov. The deadline for submitting quotes is 12:00 P.M. To combat the spread of the Coronavirus Disease (COVID-19), given the severity of risks posed to the public, Court staff, and other Court agencies, and considering the recent surge of COVID-19 cases within the 13 parishes encompassing the Eastern District of Louisiana caused by the Delta variant, the undersigned as Chief Judge of the United States District Court for the Eastern District of Louisiana issued COVID-19 General Order No. 21-11 ordering that:   1) All civil and criminal jury trials are suspended until September 20, 2021 and will be reset by each presiding judge. Those continuances do not continue any pending deadlines other than the trial dates. Attorneys should contact the presiding judges in their continued cases if they seek to modify such other deadlines.   2) With regard to criminal matters, due to the Court's reduced ability to safely obtain an adequate spectrum of jurors and the effect of the recent surge of COVID-19 cases on the ability of counsel and Court staff to be safely present in the courtroom, the time period of the postponements implemented by this general order will be excluded under the Speedy Trial Act, as the Court specifically finds that the ends of justice served by ordering the postponements outweigh the best interest of the public and any defendant's right to a speedy trial, pursuant to 18 U.S.C. § 3161(h)(7)(A). On July 8, 2021, the Honorable Jay C. Zainey, U.S. District Judge for the U.S. District Court for the Eastern District of Louisiana, administered the Oath of Allegiance to over 25 individuals, granting them United States citizenship.  In taking the oath, the naturalization candidates promised to support, defend, and bear true faith and allegiance to the U.S. Constitution and laws.  The administrations were a true example of our country’s core belief that all peoples, regardless of race, creed, color or national origin, are entitled to life, liberty, and the pursuit of happiness.  To view photographs of the oath administrations, please select this link.

Considering recent recommendations from the Centers for Disease Control and Prevention (CDC), the State of Louisiana, and the City of New Orleans, all individuals must wear a mask or face covering over their nose and mouth to enter the Hale Boggs Federal Building or Courthouse unless they present medical documentation stating that they are unable to wear a mask for health reasons.  All individuals are required to distance 6 feet apart from other individuals while moving through the building.  View this PDF

The Court has found that Magistrate Judge Michael North, whose current term expires February 28, 2022, should be considered for reappointment. Accordingly, it is ordered that a Merit Selection Panel be established.
